What works, and what has been proven
Escalation
Built, unproven, and running with nobody on-call. The ladder exists and its seven failure paths are tested — but no drill has ever run, and no deployment has a roster. A Distress today pages nobody, reaches the end of the ladder at once, and tells the operator so.
That is the ladder working correctly. It is not the ladder helping. Nothing here should be relied on in an emergency.
Drills
When escalation exists, it tests its own path on an unannounced schedule and publishes the result here — how many were paged, how many acknowledged, and how long the first acknowledgement took.
No drills have run.
A passing drill will be reported as no evidence of failure, never as verified. It means the path worked that time.

- Escalation ladder built Separate process, its own relay subscription. Its seven failure modes are tests.
- Drills built Unannounced and randomised. Results below, when a box is publishing them.
- Field terminal built navcom.app/terminal — status, signals, directory, your own record.
- Accountability log built Hash-chained, with inclusion proofs so an operator can check their own entries.
- Directory built 479 records across 33 of 67 areas. Public facts only — the intake rules need a person.
Derived from the repository at build time rather than written by hand. "Built" means the code is here — it is a much weaker claim than it looks, and the list below is what it does not cover.

What is not proven
The things that are true and that no build can check. These matter more than the list above.
- No watch is staffed. A Distress today pages nobody and says so.
- No drill has ever passed, because a pass needs a human on-call to answer one.
- The directory holds public facts. Nobody has verified an intake rule — whether a place takes pets, needs ID, or has a curfew — and those read as unknown.
Watch state
When a Watchtower is running, its current state appears here — whether a human is on station, an agent holds the board, or it is dark. The callsign of whoever holds it is deliberately not published: that would turn this page into a record of when specific people are awake and working.
